What does it mean when the state of my stake account is inactive?

An inactive stake account means that the stake account is not currently earning any rewards because it's not delegated to a validator.

When is the state of my stake account inactive?

When you create a fresh stake account, that stake account is inactive until you delegate to a validator or deposit it into a stake pool. To find out how to delegate to a validator, see Selecting a Validator.
